Summary

This closed framework, let under the Procurement Act 2023, gives central government and the wider public sector organisations (across the UK) access to executive and non-executive recruitment services for permanent roles, fixed-term positions, and senior staff temporarily transferred in from other organisations.

Description

This framework helps you recruit senior civil servants and public appointments (or equivalent) and will replace RM6290 Executive Search. This agreement will provide similar services to RM6290 Executive Search and will be defined as core or non-core.

Core modular services include:

  • identifying and attracting potential applicants to apply for positions
  • assessment and evaluation
  • offer and appointment

Non-core modular services may include:

  • market mapping
  • psychometric analysis
  • strategy and planning (such as workforce planning which includes assessing recruitment gaps and ensuring your organisation has the right people with the right skills)
  • talent development services
  • talent mapping: this is the process of finding future talent by evaluating your organisation’s current talent gap and identifying candidates with high potential that you may be able to recruit
  • reserve lists and talent pools
  • executive development and coaching
  • technology services such as applicant tracking systems (ATS) and video interviews
  • international recruitment

Customer engagement

We have held two rounds of customer engagement. One in February 2025 and another in June 2025, to provide an overview of our ideas for the new framework and to gather feedback. These sessions included both new and existing customers using the current iteration (RM6290 – Executive & Non Executive Recruitment Services) and consisted of webinar discussions and surveys.

Supplier engagement

We held our first round of supplier engagement in February 2025. This included presenting our initial thoughts to the market and to gain feedback. This was presented as an interactive webinar and a question and answer session. Across March 2025, we also held supplier 1:1 sessions with both SMEs and VCSEs to gain insight into the practical application of the agreement.

The second round was held in June 2025. These sessions were also interactive webinar discussions with surveys and a question and answer session to discuss the developments since the preliminary engagement and the proposed changes to the framework. The session was documented and the points raised were collated to guide us in our final decisions. This feedback helped shape the strategy of this agreement.
