Legal Panel for Public Sector

Summary:

Offers the public sector organisations and third sector access to a comprehensive list of advisory and transactional legal services and a diverse range of legal services providers across England, Wales and Scotland. Central Government Departments will be able to access the agreement by exception.

Description:

This agreement will offer full legal support to the public sector including Health, Education bodies, Local and Regional Government organisations, Infrastructure, Emergency Services and Third Sector organisations. 

The agreement will cover various legal specialisms including but not limited to Costs Law, Projects, Litigation, Property, Public Procurement, Commercial, Contracts, Employment, Infrastructure, Energy, PFI/PPP, Transport, Rail, Education, Corporate, Health, Healthcare and Social Care, Child Law, and Social Housing. 

The lot structure is yet to be finalised, we are currently considering a 9 Lot structure which consists of:

Lot 1 – Full Legal Service Provision

Lot 2 – Legal Specialism specific

Lot 3 – Litigation and Disputes

Lot 4 – Property, Real Estate and Construction

Lot 5 – Major Projects and Complex Advice including PFI/ PPP

Lot 6 – Transport and Planning

Lot 7 – Costs Lawyer Services

Lot 8 – Health and Social Care

Lot 9 – Local Government, Local Community and Housing

The agreement will provide flexible call off terms with the ability to award without competition and via competitive tendering as well as applying a range of Alternative Fee Arrangements where they suit the customer requirements. 

Customer engagement

We will seek to capture the needs of the public sector through 1 to 1 and group engagement events. You can register your interest by emailing info@crowncommercial.gov.uk with the subject line ‘RM6374 Customer Engagement’.
Our first group customer engagement session was held in April and our next sessions is planned for 14 October 2025 at 10:30am. Register for the buyer engagement session in October. 

Supplier engagement

Supplier engagement began in March 2025 and continues until the end of the year, or until we are satisfied that we have fully engaged with the supply market. We have concluded a number of workshop sessions which focused on different themes, access to the recordings of these sessions can be found by following the links below.

We have scheduled two additional group supplier engagement sessions, one on 11 September 2025 at 10am and one on 7 October 2025 at 1pm. The content of the sessions will be the same and will focus on the terms and conditions of the framework.
