Legal Panel for Public Sector

Summary

Offers the public sector organisations and third sector access to a comprehensive list of advisory and transactional legal services and a diverse range of legal services providers across England, Wales and Scotland. Central government departments will be able to access the agreement by exception.

Description

Full legal support will be offered to the public sector including health, education bodies, local and regional government organisations, Infrastructure, emergency services and third sector organisations. 

It covers various legal specialisms including but not limited to costs law, projects, litigation, property, public procurement, commercial, contracts, employment, infrastructure, energy, PPP, transport, rail, education, corporate, health, healthcare and social care, child law, and social housing. 

The lot structure is not finalised, we are considering a lot structure which consists of:

Lot 1a – Full Legal Service Provision for all Public Sector

Lot 1b – Full Legal Service Provision for Local Government and Local Communities

Lot 1c – Full Legal Service Provision for Health and Social Care

Lot 2 – Focused Legal Support

Lot 3 – Litigation and Disputes

Lot 4 – Projects and Complex Advice including PPP

Lot 5 – Transport and Planning

Lot 6 – Costs Lawyer Services

RM6374 Legal Panel for Public Sector will provide flexible call off terms as well as enabling a range of alternative fee arrangements (AFAs) where they suit the customer requirements. 

Customer engagement

We have spoken to customers across the public sector to understand their needs. These customer engagements included one to one meetings and group events.

Supplier engagement

Supplier engagement began in March 2025. It will continue into early 2026, or until we are satisfied that we have fully engaged with the supply market. 

We held several  workshop sessions. Some focused on specific themes, while others were general groups engagement sessions.

We have two supplier engagement sessions planned for 28 January 2026 and 29 January 2026.

Both sessions will cover the same content so you only need to attend one.
