It will replace RM6123 Media Services and RM6125 Campaign Solutions 2.

 Lots 1 and 2

Lots 1 and 2 were awarded on 18 December 2025. Both lots will start on 14 June 2026 following a six month transition period. It will end on 14 June 2030, with no call-off contracts after this date. Lots 3, 4, 5, 6, 7 and 8

Lots 3 to 8 are available from 15 January 2026 and will run until 14 January 2030, with call-off contracts allowed to continue after this date if agreed before the framework ends. A soft mobilisation period will run from January to March 2026, and customers should share pipeline with marcommsandresearch@crowncommercial.gov.uk

Carbon Reduction

All suppliers have committed to comply with Procurement Policy Note 006, 'Taking account of Carbon Reduction Plans in the procurement of major government contracts' as required. If a supplier is required to publish a carbon reduction plan, you can find it on their individual supplier details page.

When you can't use this agreement

This framework supports  full end-to-end marketing campaigns. If you need specialist agencies who provide stand alone specialist services, use RM6124 – Communications Marketplace instead. 

This is a dynamic purchasing system that gives access to specialist and niche services across a wide range of specialist marketing and communications services from agencies across the UK and overseas.

Additional requirements for central government and Arms Length Bodies clients

Central government organisations and arms length bodies (ALBs) must get Cabinet Office approval before they commit to advertising, marketing and communications (AMC) expenditure of £100,000 or over. If you have any questions about the AMC spend control process, email the Government Communication Service team.

Government bodies using this agreement must pay the government communication service (GCS) management charge. This is 1% of the total net contract value.  It is collected by the agency on GCSs behalf.

This charge is paid on all government communications bought through our  marketing and communications agreements.  It funds the GCS. It has existed since 2013 and is approved by the Civil Service Board, Ministerial Board and all Directors of Communications.

This schedule addresses the processing of any personal data associated with the performance of your contract. Normally, in terms of data protection rules:
• the customer will be the controller, specifying the purpose and means of processing personal data
• the supplier will be the processor, carrying out such processing under the instructions of the controller

In these circumstances you will need to clearly set out what personal data you are authorising the supplier to process, by using the data processing template available in this document.

In certain circumstances the customer and the supplier may decide that they have a joint controller relationship in respect of the processing of certain personal data in relation to an order contract. Where this is the case Annex 2 of the schedule must be used, and the data must be written in the data processing template.

Finally, there may be circumstances under which, for certain personal data, the supplier will maintain that they will be the controller without the customer being either a joint controller or processor. In this instance this should also be written in the data processing template.
