This framework agreement helps public sector organisations buy transport technology. RM6347.2 is an open framework let under the Procurement Act 2023.
Description
RM6347.2 Transport Technology is the second successive Transport Technology framework. This open framework went live with RM6347 Transport Technology in 2025. It is now reopening to enable new suppliers to join.

RM6347.2 allows all public sector organisations to buy:
- professional services
- transport data services
- electric vehicle (EV) charging infrastructure
- smart ticketing and payment systems
- parking management solutions
- artificial intelligence (AI) powered traffic management tools
- environmental monitoring systems
- network management solutions
- transport infrastructure for road, rail, aviation and maritime networks

- Lot 1: Professional Services: services such as:
- scope and feasibility assessments
- training, education and behavioural insights
- mobility services related to multi-modal and active travel
- project, design and technical consultancy
- type approval, assurance, testing and evaluation
- Lot 2: Transport Data Services: use of data for:
- data acquisition for network occupancy or scheduling
- data analytics
- transport data including surveys, environmental information and infrastructure utilisation
- quality assurance testing
- simulation
- Lot 3: Parking Management: for outsourcing on-street and off-street parking services including:
- design and support
- enforcement related to abandoned vehicles
- back office platforms
- operational management
- access and control Infrastructure, payment technologies and signage
- Lot 4: Environmental Monitoring and Climate Resilience: includes:
- research and support services
- collection of environmental and climate data
- software, remote data collection, and incident response
- weather, air quality, light level, water quality, noise level and vibration monitoring
- animal and pest detection technologies
- Lot 5: Enforcement, Security and Compliance: technology systems and services:
- to support research strategy and behavioural initiatives
- to prevent trespassing, property damage, theft and anti-social behaviour
- to enhance security
- to monitor vehicles
- to detect and manage moving traffic offences
- for incident safety and emergency response
- Lot 6: Zero emission vehicle infrastructure: electric vehicle infrastructure such as:

- vehicle charging points
- back end platforms

- alternative fuel infrastructure and storage

- Lot 7a: Systems and Platforms – Systems Integration: create a unified transport system. Services include:
- combining client hardware, software and other components
- system integration
- project management

- testing and optimisation

- Lot 7b: Systems and Platforms – Smart Ticketing: includes:
- system integration specifically for smart ticketing
- data services
- goods and services for ticketing
- payment and fare collection systems
- hardware for on-vehicle or operational environments

- Lot 7c: Systems and Platforms – Transport Network Management: includes:
- intelligent asset management
- transport management systems and real time monitoring
- platforms that support the management of transport networks

- delivery, installation, and support of communication devices
- wired, wireless, and mobile transport communications

- Lot 8e: Active and Passive Infrastructure – Detectors, Informing and Communication Technologies: includes:

Supplier engagement
The Transport Technology framework is due to reopen in October 2027. The application process will open in early 2027. Ahead of this, GCA is holding market engagement sessions. These sessions are for:
- current suppliers looking to apply for new lots
- new suppliers wishing to join the agreement for the second scheme phase
The dates for current schedules events are:
- 30 July 2026 (online): market engagement webinar. Register now via the techUK events page.
- 21 September 2026 (London): in-person session (provisional). Registration details will be shared in this update section once finalised.
