Summary

This framework agreement, let under the Procurement Act 2023, gives all sector organisations access to agile development and user-centred design services including individual Digital, Data and Technology (DDaT) specialist roles.

Description

This is the next iteration of our current RM1043.8 Digital Outcomes 6 framework

Provides access to DDaT experts who can make custom digital products and services using an agile approach.

You can also hire space to do research with users and find users with the right qualities to test a digital product or service.

Digital Outcomes and Digital Specialists and Programmes (DSP)

Our previous Digital Outcomes 6 framework was designed to complement RM6263 Digital Specialists and Programmes.

We are currently undertaking pre-market engagement for both this framework and RM6263 Digital Specialists and Programmes. The results of this engagement will determine if the frameworks will remain separated or be combined.

The current RM6263 Digital Specialists and Programmes and RM1043.8 Digital Outcomes 6 frameworks provide the following lots:

DSP lot 1: Digital Programmes Find suppliers with the full range of DDaT skills needed for a digital transformation/capability project.

DSP lot 2: Digital Specialists Access to individual DDaT specialist roles.

Digital Outcomes and Specialists (DOS) 6 lot 1: Digital Outcomes Access teams of 1 or more digital specialists who will provide outcome-based services under clearly defined pieces of work.

DOS 6 lot 2: User Research Studios Hire studio space to conduct user research.

DOS 6 lot 3: User Research Participants Find users with the right qualities to test a digital product or service

We are looking to refine the above services and capabilities to meet user needs, as informed during engagement sessions. Engagement sessions may determine a need to combine DSP and Digital Outcomes frameworks.

Customer engagement

As part of the RM1043.9: Digital Outcomes and Specialists 7 (DOS7) tender, bidders will be required to complete and submit a certificate of Technical Ability Certificates (TAC).  This summarises the capabilities within the scope of the contract delivered within the last 3 years, demonstrating the bidder’s past performance.

Bidders will complete the TAC by selecting relevant capabilities and will need the customer to sign the TAC before submitting it to CCS.

At this stage it is anticipated that bidders will be requesting signatures in March or April 2025. We kindly ask you to sign any TACs that bidders ask you to sign in support of the DOS 7 procurement.

Supplier engagement

13 March 2025: DOS7 supplier surgery (terms and conditions)

This DOS 7 webinar will provide further information regarding the terms and conditions that will be used for the new agreement, summarising key changes from the previous iterations. Register for the event here

19 March 2025: DOS7 supplier surgery (financial viability risk assessments)

This DOS 7 webinar has been arranged to share information on the inclusion of Cabinet office policies in the new agreement, along with the planned financial viability risk assessments. Register for the event here

27 March 2025: DOS7 supplier surgery (new agreement bidding process)

This event has been arranged, with members of the DOS 7 and Procurement Operations teams to provide information on the bidding process for the new agreement. The session will cover what bidders should consider when responding to the DOS 7 ITT and timescales. Details will also be provided on the bidding for a CCS agreement under the Procurement Act 2023 regulations. Register for the event here
